ELCA Showcases Climate Action Support Centers and Climate Action Plans at Land4Flood 2025
Published: Sep 24, 2025 Reading time: 3 minutes Share: Share an articleThe international conference Land4Flood 2025, hosted at Politehnica University Timișoara, brought together participants from across Europe and the USA – researchers, practitioners, and community representatives – to discuss nature-based solutions (NBS) and the role of private land in flood risk management.

The conference was organized by the Support Center for Climate Actions (SCCA-UPT), established through the ELCA – Empowering Local Climate Action project, and marked the first large-scale international event coordinated entirely by the center. Following SCCA-UPT’s participation in prestigious events such as EGU 2025, ECCA, IEES, and SGEM, hosting Land4Flood 2025 represents a major milestone in positioning SCCA-UPT as a regional hub for knowledge and networking.
During the conference, the workshop “Empowering Local Climate Action”, jointly organized by all three partners of the ELCA EUKI project (GNE – Germany, PIN – Czech Republic, and UPT – Romania), presented the project as a best practice example for supporting local climate action and developing Climate Action Plans (CAPs).
Funded by the EUKI program of the German Federal Ministry for Economic Affairs and Climate Action, the ELCA project (budget: €472,480) aims to:
- Create and strengthen Climate Action Support Centers (SCCA);
- Train specialists from Romania and the Czech Republic in Climate Project Management (CPM);
- Develop and pilot CAPs in two regions;
- Organize workshops, conferences, and Climate Councils to engage stakeholders.
At the time of the conference, six months before the project’s conclusion, the consortium presented the achievements already obtained, including the operationalization of SCCA, the training of the first CPM specialists, and the organization of local co-creation sessions with public administrations and regional stakeholders.
The workshop highlighted the three key dimensions of the ELCA approach:
- Capacity development – strengthening knowledge and skills for planning and implementing NBS at municipal and regional levels;
- Multi-actor governance – creating a collaboration framework between public authorities, private landowners, academia, and civil society;
- Knowledge sharing – promoting cross-regional learning through workshops, training sessions, and open-access resources.
Participants recognized not only the importance of integrating NBS into climate plans but also the need for interdisciplinary teams and participatory governance to successfully implement adaptation measures. Representatives of the ELCA consortium also actively contributed to the conference sessions, creating synergies with other European projects and identifying opportunities to scale up validated solutions.
The organization of Land4Flood 2025 confirmed SCCA-UPT’s capacity to coordinate complex international events, strengthening its stakeholder network and positioning the center as a reference point in Europe for co-creating climate adaptation solutions. The feedback received during the event will guide the finalization of the planned CAPs, the development of a paper on climate monitoring and evaluation strategies, and the expansion of the regional support center network.
ELCA builds the bridge between science and implementation. Support Centers for Climate Action are not only knowledge hubs but also co-creation spaces where authorities, universities, and communities work together to turn climate plans into concrete actions.
